Making Dubai a role model in energy efficiency and security

The Demand Side Management (DSM) Strategy was developed in line with the Dubai Integrated Energy Strategy 2030 and Dubai’s vision to become a role model in energy efficiency and security. The DSM Strategy defines nine Programs and sets an ambitious target to reduce the business-as-usual energy and water demand by 30% by 2030 via cost-effective measures that improve asset performance and influence consumer behavior.


innogy was part of the Project Management Office, which translated the strategy from a document into reality. We set up the DSM Programs in a practical manner, built capacity with program owners, and developed a measurement and verification system to track performance, minimize risks and identify opportunities. Our team worked with multiple entities to reach alignment and deployment of diverse and intertwined DSM Programs, such as Building Retrofits, District Cooling, and Standards and Labels for Efficiency.


The implementation of such an ambitious strategy relies on strong supporting mechanisms and clear guidance. The project included the design of frameworks for governance, awareness building, a financing mechanism, and the development of government directives on energy audits, Green procurement and energy management.
